At the moment, there are no Pokemon in Veria with the ability to truly speak aloud, barring the occasional Zoroark's auditory Illusion. The only Pokemon who can use Telepathy are those who have it as an Ability, and only when they actively have it. (Ex: Gardevoir can have Telepathy, but if an individual has Synchronize or Trace, it cannot use Telepathy at the time.) This means some Pokemon with strongly noted telepathic abilities, such as Alakazam, cannot use it under the current system. So we've been discussing and are curious what you guys would most enjoy for the setting.
Currently, staff is thinking of allowing "Telepathy" to be learned as a single move slot by some species, such that, for instance, any Kadabra could have Telepathy but not every single one will, making it more justifiable for people who don't want this or that Pokemon to be a telepath to say they haven't trained for it and to make it feel a bit more special rather than just a given for those that do have it. Pokemon could be Telepathic if they have either the "move" (which provides only the communication) or the Ability (which still protects from friendly fire in battle in addition to communication).
We're not sure how often or under what circumstances to potentially allow talking, like Meowth or the Lugia movie's Slowking, but as in canon Meowth uses 3 out of 4 of his move slots to speak, we are thinking perhaps 5 out of 10 slots might be fair (though this is not yet a final decision). This would still allow a fair bit of versatility for those Pokemon, just not as much as others.
